What is the different between the Active Vocabulary and the Passive Vocabulary?

I am getting around the number of vocabilaries that I need to be B1 or B2 in Spanish and I didn't understand the concept of active and passive vocabulary. I am little bit confused. I guess now I need italki teacher to answer me.

Yes, I think it is a concept in particular for language learners.

In fact, passive vocabulary is not so much words that you don't use very often as words that you do not use at all! That is to say, if you may be able to understand the words in reading or listening, but you do not deploy them in your own writing or speech. In other words, you recognise these items of vocabulary "passively" but not are not yet using them "actively".

Thank you Jack :)

@Leigh Mumford: No, it is not passive and active voice. It is more to be concern with the number of vocabularies that we use in our speech. At least this is what I understand from the comments posted priviously.
