Hi, David! Yes, they both have the same meaning. We usually say "I have never," but "never have I ever" is commonly used when we're playing a game. Usually, in this game, someone will say, "Never have I ever..." followed by something they've never done, and then either the people who have or haven't done this activity will do something to show it (for example, they may take a drink of their beverage, etc.).
