Basically charm is one aspect of personality.
Personality refers to all the different characteristics that make you the person you are.
Charm refers specifically to one characteristic, namely being able to delight, attract or fascinate others
When we say a person has lots of personality by the way, it means lots of good or noticeable characteristics
