The toilet is running over, the drunks have smeared some of its contents on a wall, and the stench is overpowering. What do run over, smear, contents mean in this context?

run over means overflow or spill out, like "The bathtub water is running over onto the floor" Smear means rub and push something into something else, like "Smear sunscreen on his face" Contents means the stuff that was in the toilet (most likely feces/poop)
