Could you please give me some examples of using the phrasal verbs (rip out,rip off)? Can I say (always when I sit to watch YouTube videos on my phone, my son would come and rip it out out of my hand)? Another example: My son ripped off important papers from my notebook.

Rip out would be to remove something with force. “My son ripped out several important pages from my notebook.” “I had to rip out two rows of stitches after I caught my mistake.” Ripped off would be used when someone is overcharging you. “The clerk said these bananas were $5! What a rip off!” “I bought a pair of pants from a traveling salesman, but they were ruined the first time I put them on. He really ripped me off.”

The idiom "to rip off" means to steal, literally or figuratively. It has a negative connotation. I see that many others have said that it usually means someone is trying to charge too much for something they are selling, but that is only because it feels as if that person is "stealing from customers." We could also say this, however: Person A: "Where did Joseph get that new phone? I thought he didn't have any money." Person B: "He ripped it off from the Apple store." This means that Joseph stole the phone (literally) from the store. It can also mean that you stole intellectual property, like song lyrics or a song tune, etc.: "Some people feel that Lady Gaga's song 'Born This Way' is a rip-off of Madonna's earlier hit song 'Express Yourself.'" This means that people feel that Lady Gaga was not original in her songwriting. She "stole" parts of Madonna's song to make her own song.
