By etymology the word "phrase" has the origin from the Latin "phrasis", from Greek: 1) (a noun) "speech", 2) (a verb) "phrazein" - to declare, tell.

Some of them come from story,the others come from spoken language ,......Also some idioms come from ancient article ,people cut a long sentence into an idiom.
