what verb is used to describe a dragon makes fire out of his mouth?
A dragon can spray fire.
A dragon can cast fire.
A dragon can splash fire.
Which one is correct?

A dragon breathes fire.
Spray, cast and splash are not entirely accurate. 'Spray' and 'splash' are for liquids, and 'cast' suggests a throw from a hand.
