"I'd like to invite you to my house for dinner." and .....
"I'd like to invite you over to my house for dinner."
Which one is more proper?

The first is more proper, but both are acceptable. The word "over" is not necessary, but it's not wrong, either. A written invitation should not include "over", but it's fine in a verbal invitation.
