这个俗话应该是: 山高皇帝远 - 还是 天高皇帝远? I have heard both versions and I'm not sure which one is right.
我两个都听说过。。 不知道哪个是对 --

天(山)高皇帝远,民少相公多。。。 两个都对。
解释 原指偏僻的地方,中央的权力达不到。现泛指机构离开领导机关远,遇事自作主张,不受约束。 出处 明 黄溥《闲中今古录》:“天高皇帝远,民少相公多。一日三遍打,不反待如何。”
