Is this sentance correct? "...,but the procedure mainly occurred in front of two instances distinguishing the former procedure with new one based on Treaty of Lisbon."

I will give it a shot. With the information given: "...,but the procedure was most often (or most regularly or mostly) administered before two instances distinguishing the former procedure. This more recent procedure was based on the Treaty of Lisbon."
