what is the difference between "net" and "web"?
Can I say "the spider is weaving the net?"
Or can say "I have a new fish web?"

No. Although they are similar, you still have to use the correct word.
A web is something created by the user. A fish-web would imply the fish made it. Also, duck-feet are covered in webbing, not netting.
