She doesn't never the whims because she doesn't know what they are.

Either 'doesn't ever' or 'never'. 'Doesn't never' is wrong because it is a double negative.
Also, you are missing the main verb. I'll guess as to what the verb is that you wanted:
She doesn't ever satisfy her whims because she doesn't know what they are.
Is that the sentence you intended?

The above explanation is spot on, although i would suggest the verb 'act' instead of 'satisfy'.
She doesn't ever act upon her whims.
