Unless it's very formal, just say It's the tenth of August. If it's a very formal occasion or you have to give a speech, you would say: Today, the tenth of August, two thousand and twelve/ twenty twelve..........................

Go with 1. We do not say "the August". And saying a date in this way requires "of" and "the tenth", such as "the x of y".

Use "the tenth of August". If you use this day-month order but omit "of", you mean a period of ten years has passed.
