Assess, in nature, has the meaning of a judgement. so by assessment you might get more closer to a judgement about something than evaluation does.
whereas, to evaluate , in nature, possesses the meaning of an opinion.
In general, by assessing we analyze, calculate or estimate something, therefor we make a judgement. whereas by evaluating, we look and check the situation to make an opinion .
It's something like " an accident "
when we look around the area, we try to find a solution by thinking carefully .[this is evaluation ]
while assessing the situation would be closer to simply looking and analyzing the situation and making a judgement.
