my sandal was broken。can i say "broken"?

yes of course you can say it in this way. the reason is that "this sentence is a passive voice" means; the Sandal didn't break itself but someone else (like its owner) has done that.
But if you want to use an active voice, you should say; "I broke my sandal"...
the structure of passive sentences;
noun+be verb+past participle of the verb
