No.
A raptor is characteristically a predator, but a predator is not always a bird.

Raptor is the latin word for predator and is used to describe birds of prey.
And ever since the movie Jurassic Park came out, the word raptor has been increasingly used in the context of predator because of the velociraptors depicted in the movie which were described as being the perfect predators. Those velociraptor are referred to as raptors for short. (Who wants to say velociraptor all the time?). So, you can use it in the context of predator, just keep in mind that you are using the word figuratively.
