What does it mean?
"He brushed his hand across his eyes and stared harder at Charlotte's web."
In the above sentence, what does "brush hand across his eyes" mean?

It means he couldn't believe what he was seeing. He moved his hand over his eyes to try to clear his sight. He did this because he thinks he is seeing things that aren't really there. When he looked again nothing changed. In other words, his eyes did not deceive him.
