Xishoujian - Cesuo?
They both mean toilet... but what is the difference? Is one more polite?

xishoujian is more polite, cesuo is spoken chinese.

you are right, "xishoujian" means a place to wash your hand. so it is more polte expression
but you can use both of them in daily life

Ce suo is comparatively vulgar. Xishoujian is kind of tactful. They are both spoken and written Chinese, I think.
