The bank sent a notice to its customers which contained ______.
A. a reminder that a raise in interest rates was the month following
B. a reminder that the interest rates would raise the following month
C. a remembrance that interest rates were to rise the following month’
D. to remember that the interest rates was going up next month
Note: I am left with C. but I think “remembrance” is a word to use when someone is dead. What do you think? Do you think the question is problematic too?

I agree with you. If you pick B, you have to change "raise" to "rise"; if you pick C, you have to change "remembrance" to "reminder". "Remembrance" isn't strictly used only around death-related contexts, but it is certainly very (most?) often used that way.
