What is the difference between include and including? I read a new as below, These proposals include projects such as training more health workers,etc. Whether "include" can be replaced with "including" here? What is the difference between include and including

Include is a verb, and including is the present participle form. This means including needs other words to function properly, such as in the manner of a present continuous for participle phrase. You simply can't replace the verb so easily in this example.
