"Soon" is an unspecified time. It just means "in the near future". So if someone says "I will do that soon", you don't know if they mean "in one hour" or "in one day" or "next week". You would ask "How soon is soon?" to get a more specific time. Another way to say it is:
When you say 'soon', can you be more specific?

It's an idiom meaning that the person wants something in a hurry and wants to know a specific time.
Example: Your bed will be delivered soon
How soon is soon? I am sick of sleeping on the floor.
