Tea and milk will not counteract the effects of alcohol.
What is this sentence meaning? Does "the effects" becomes smaller or not?

The sentence is saying that the effects of alcohol will not be lessened or "become smaller" by drinking tea and milk.

counteract means: act against. So, tea and milk do not act against the effects of alcohol. Their consumption does not help you when you are drunk.
