More so in North America - eleven hundred and forty six. In UK, you probably hear one thousand one hundred and forty six.

Well, it really depends on the context. If 1146 is a year, then you say "eleven hundred and forty-six". If you are counting things, then use "one thousand, one hundred and forty-six". If it's a number - for example, part of a credit card, phone number and so on - you can just say "eleven forty-six" or "double-one four six".

There are many ways to say it. It does not matter if you are talking about dollars or years. You can say one thousand, one hundred and forty-six, eleven hundred and forty-six, eleven forty-six, one one four six. Normally people will say eleven forty-six because it is the shortest way to say it. One one four six is shorter, but sounds weird (people will still understand you though).
