"Angling to" in this phrase means that this man has had intentions of running for mayor of DC. Angling means that he has been keeping track of the situation and has been scheming and thinking about running for mayor. It has kind of a secretive connotation, in that he is not announcing to everyone his intentions, but working stealthily to achieve his goals. This phrase is not used often in everyday spoken English.

"To angle" means "to fish" in a figurative sense, ie. trying several things (indirectly) in the hope that one of his actions will find a good result. The "to" is connected to "run". The part "to run" is called an infinitive of purpose, and tells us the intention behind the action.
