Bleeding chips is when a poker player is consistently losing chips/money.

If you are "bleeding" something (e.g. bleeding money, bleeding points) it means you are losing it very rapidly, like blood running from a wound. (to bleed = кровоточить)
Chips are the little tokens (фишки) used for gambling in a casino. So the speaker is saying that he is playing very badly and losing his chips quickly.
