I'm a bit confused about using NOT construction in such sentences:
"I've decided not to study today..." - is this sentence correct?

It is. But it could be said easier as "I've decided to not study today."

no,i don't think it right.such as the sentence "i won't study today."or"i have decided not to study any more."will be better.
