Is "All's fine" correct or should it be "All's well" when answering a question like "what's up?"

All's well --or-- all is well. You can say 'all is fine', but usually people say 'everything is fine'. So it's 'all is well' - and - 'everything is fine'

its not commonly used, say "im well"
or "all is well."
