It sounds like something from a Jane Austen novel! I wouldn't recommend you use it in everyday English. The speaker is probably advising Bessie not to associate too closely with another lady because she is cold or unpleasant. The speaker is saying that he would not pay any price to exchange his heart for the heart of the lady in question. Hope you can follow me! Michael
