Yes you could use that. It is more commonly heard if someone thanks you unexpectedly or unnecessarily. Thank you so much for coming early Not at all I appreciate your help Not at all It's like an implied, no problem.

Yes, "not at all" is used in reply to any kind of thanking.

Yes, you can say 'Not at all' as a response to 'Thank you'. Very polite. Very British.
