There are a couple of ways of answering for the "what's the time" question in Polish.
The most useful (since it can be applied to every possible example) is about reading the first part of the time as an ordinal number and the second - as a normal number, for example:
1:20 is "pierwsza : dwadzieścia". "Pierwsza" means "first" (femininum) "dwadzieścia" means "twenty".
23:47 is "dwudziesta trzecia : czterdzieści siedem". "Dwudziesta trzecia" = 23rd.
The ending in those ordinal numbers should be "-a" (pierwsza, druga, trzecia, czwarta) since it refers to "godzina" (an hour) which is femininum. But we don't say "godzina" when aswering the question "Która godzina?".
----
Some other ways (DISCLAIMER: don't read if you don't want to have a big chaos in your head :D):
a) 1:20 - "dwadzieścia po pierwszej" - literally: "twenty after the first". So here you have "the ordinal part" after "the normal part". This method is usually used when it's between 1 and 29 minutes at max after full hour, so we wouldn't use it for 7:48 for example.
b)
- 12:50 - "za dziesięć pierwsza" - "ten to the first";
- 8:40 - "za dwadzieścia dziewiąta" - "twenty to the ninth"
c) 1:30 - "wpół do drugiej" - "half to the second"
d) some people like to refer to "half an hour" when telling what the time is:
- 1:27 could be "za trzy wpół do pierwszej" so "three to half to the first"
(The question sounds better in this order: "Która jest teraz godzina?")

dwie po dwudziestej,

U have 2 options:
1:30 - "pierwsza trzydzieści" or "w pół do drugiej"
and here 3 options:
12:15 - dwunasta piętnaście, piętnaście po dwunastej, kwadrans po dwunastej
2:45 - druga czterdzieści pięć, za piętnaście trzecia, za kwadrans trzecia
