what does "...stops the nation" mean? Please explain "Polynesian canoe race that virtually stops the nation" to me, thanks!

You didn't give much context, but I believe the phrase is saying that the race is an event which attracts a large majority of the public's attention. People focus on it so much that operations within the nation nearly come to a stop in order to observe the race. Hope this helps :)
