These words are "radio-speak". You will only hear them when two people are talking over the radio. Like A_K said, they're mainly used by the police and the military, but they could also used be pilots or hikers (who might also communicate over the radio).

Both are the ways of acknowledgement.
Means "I understand" and both can be used interchangeably
