It depends on the context. If you meet someone for the first time, you could say: "Es ist mit ein Vergnügen." Example: You got a new job and you introduce yourself for the very first time. Herr Braun: "Hallo, Xavier. Ich bin Martin." Du: "Hallo, Martin." Herr Braun: "Das hier ist Dennis. Er arbeitet in der IT-Abteilung." Du (handshaking): "Es ist mir ein Vergnügen." But "Es ist mir ein Vergnügen" sounds a bit old-fashioned. Unless you are old or surrounded by high society people, you wouldn't say that. Do you have an example for a situation in which you would want to use "it's a pleasure"?
