Can I use the word "meticulous" to describe a person? Can I use the word "meticulous" to describe a person? I saw example sentences have ones with describing things. So I am not sure. May I say , "He's a meticulous person."?

Yes! If a person is meticulous, they organize things very neatly or dress themselves very neatly. If an object is meticulous, then it's something that has been organized very neatly, probably by a meticulous person. :)
