감시하다 means "to watch closely for purposes of control, surveillance, etc." 주시하다 means "to watch attentively"

주시하다: watch something closely (trend, development, etc) 감시하다: keep watch on somebody or group of people, or a facility housing people So economic policy makers will watch the economy (주시하다) while prison guards watch the prisoners (감시하다).
