To add to what Tony says, this would be used to describe someone who is either very muscular and strong (so their neck is very wide, as wide as their head) or someone who is overweight (so their neck is hidden by fat).

"man with hardly any neck" means that the person does not have alot of neck so his head is closer to his chest than normal, hope that helps
