what does " All the Sub-Capos and Capo Regimes" mean?

Hi Harry,
I guess you're reading something about the Italian mafia? From my limited knowledge, the 'capo' is a faction or division leader (the captain) - like the manager in a business, and a sub-capo would be a division under this.
