I understand the word, goy to mean nations but is it used to describe Gentiles or can it be used to describe Jewish Israelis?

https://en.wikipedia.org/wiki/Goy says that "goy" means nation; in theory, it can mean a person of any nation (including Jewish), but in actual use, it means Gentile, non-Jewish.
