Is “hold a fluke mind” true?
I cannot find this usage in Oxford Dictionary.
Is there anyway to express that
He tends to take a chance rather than plan early and prepare well when exam approaches.

No, that's not something we say.
You could say 'he likes to take his chances', or 'he likes to wing it'.
