Every citizen who has attained an age of 18 year or over has the right to vote. needs "who"
Every citizen who has turned eighteen or over has the right to vote.
you could get away with
Every citizen turned eighteen or over has the right to vote. But it sounds a bit wrong.
generally don't add words that are not needed so attained and turned are just not required and your first version is simple to understand
