There's no easy answer to something like this. Usually the cause of something like this lies within the government, either intentionally or unintentionally by lack of action. I'm not sure what the political system in the Phillipines is like, but as a citizen you could try to become as informed as possible to support the right people who you believe will fix the problem. Economics in this day and age are quite complicated. It's a subject people study for years and even then can't fix these problems by themselves. If you're really interested, you could pursue a career or education in economics and help be part of the solution.

not "save", but "solve" or? The problem of poverty exist in every country. But absolute average is also not the best solution. It high time to establish a more comlete social welfare system.
