I think the meaning is " It seems that it's going to rain "
But I'm wondering if I can say " It looks like raining" ? means "It seems that it's raining now " ,does it has grammatical mistake ?

For the present moment, you can use "It looks like it's raining." In reality, we say "It's raining." No mystery here.

It looks like it's raining now is also fine.
