Is it weird to say 'She takes responsibility to taking care of children'? Is it weird to say 'She takes responsibility to taking care of children'? Because there are two take in a sentence.

It is probably better to say "She is responsible for taking care of children"

And to add to Graeme's answer, if it refers to a mother taking care of her children because for example, the father is working - it can be, "She takes responsibility for taking care of the children". Basically, it is like saying that she has taken that as her role within the family and "the children" are those within the family. But if she works at a childcare centre for example, then Graeme's answer covers that one perfectly.
