Ce qu'il faut observer aussi dans le camp républicain... ou Ce qu'il faut aussi observer dans le camp républicain...

The second sentence. The first one uses wrong syntax, which is a very frequent mistake.

It would be better with the whole sentence. (:
"Ce qu'il faut aussi observer dans le camp républicain." : This sentence is correct.
