No, it is an action not a personality , although it reflects part of the person's character in that case. to take initiative is to begin doing something or taking action , to originate this action in a certain situation. In a company for example ,an employee could take the initiative,when a certain department is faced with a particular problem such as a deficiency in logistics or other ,here the employee could take the initiative of finding a prompt solution ,finding the right supplier for example . He has the power to originate the action and be the first to do so in this case .
