Can you help me correct it?
I don't negate/ reject the importance of writing in the development of students' skills. However, we should consider the level of students so we can decide whether we should eliminate it from the testing or not.

I think the verb you need is "deny".
The sentence may be better written as:
I don't deny the importance of writing skills, but whether we should include these in the test depends on what grade of students we are talking about.
