can "advice" be a verb?
I know advice is usually used as a noun and its verb form is advise. But I want to know if advice can also be a verb like some other words like "practice"?

To give advice, is to advise. Very similar looking, and sounding, but not quite the same!

Yes, indeed. The verb is 'to advise'.
'Practice', as you say, can also be a verb. However, in the UK it is commonly written as 'to practise'.
