Is it correct to use both "Mission is completed" and "Mission is complete"?
If so, what is the difference?

Yeah they both make sense and you will be understood all the time. Though "mission complete" is more common.

American English correct written version: "The mission is complete", or "The mission has been completed."
Spoken, it would be acceptable to say, "Mission completed".
