When do I use zu and sehr since both mean the same?

Hi Scarlet, this question is a little bit difficult to answer without context. But generally spoken, both words don't mean the same.
You can translate "zu" with "too" and "sehr" with "very". E.g. "Ich bin ZU schnell" -> "I am too fast"; "Ich bin sehr schnell" -> "I am very fast".
