The pool is too shallow to swim in. You are always complaining about the food! You might argue why not ''you always complain about the food', I am not a native, so I can not answer you but according to Grammar In Use Intermediate level: 'You are always something means that you do something very often, more often that the speaker thinks is normal or reasonable.' That can answer you! hope this helps!
