They're looking for the use of the present continuous with 'always' indicating repeated unreasonable or irritating behaviour. Want to try and complete the sentence?

The pool is too shallow to swim in. You are always complaining about the food! You might argue why not ''you always complain about the food', I am not a native, so I can not answer you but according to Grammar In Use Intermediate level: 'You are always ...ing something means that you do something very often, more often that the speaker thinks is normal or reasonable.' That can answer you! hope this helps!
